The Treasurer,
as you are aware, is the Collector of Revenue for Assessed Taxes, Crown Rent (other than the New Terri- tories), Water Accounts, House Service Accounts and revenue from various other sources. The Treasury is open to receive payment from 10 a.m. to 4 p.m. daily, and it has been the custom that either the Treasurer
or one of the Assistant Treasurere should sign the receipts. An important point that should not be overlooked at this stage is that neither the Treasurer
or his Assistants sit in the main office where the
payments are received, and it can be readily understood,
in the circumstances, that it is difficult to sign
receipts at the actual time of payment, not only on account of these Officers not sitting in the office
where payments are received, but also owing to their
numerous other duties. It has, therefore, become the
practice of the Treasurer to forward receipts to the
payees at a later date than when payment is made,
unless, as the Treasurer has stated, a receipt is
demanded at the time.
On the 19th of September, 1924, a survey of
the Treasury Cash was made by the Assistant Auditor; a
copy of his report to me is attached, from which it
will be observed that he states:-
"It appears to be quire irregular for the
"Treasury to accept monies from the Public
"and not give official receipts at the time.
"There is also the undesirability of allowing
"the Shroffs to collect monies which cannot be
"checked by the receipt books, as it is impose-
